Legault Commemorated The Death Of Granby Girl With A Promise To 'Never Forget'

One year after the death of a seven-year-old child in Granby, Quebec, Premier Legault has renewed a commitment "to do more, to do better." "We owe it to the Granby girl. We owe it to all the children of Quebec," he wrote in a Thursday morning Instagram post. "We will never be able to eliminate all violence, but we cannot accept the abuse of children without doing everything we can to prevent it."

Two family members have been charged in connection to her death, which prompted an investigation by the CIUSSS of Estrie into the regional Youth Protection Directorate.

A report subsequently published in July 2019 found that there was "not one person or one service that can be singled out, but a whole system that has failed in many ways and at many times."

"The social safety net would not have been effective enough to prevent the death of this child."

"The internal investigation shows that a succession of events that should not have occurred placed this child in a high-risk situation before her death," the report summary states.

The report also produced 14 recommendations to provide "better care for children by stakeholders in the various services, rigorous monitoring and follow-up mechanisms, and human resource support."

"The entire community of CIUSSS Estrie-CHUS and I were all shaken by this death," wrote its CEO, Dr. Stéphane Tremblay, at the time.

"I remain convinced that all of the caregivers who worked with this child had her well-being at heart. However, youth protection interventions involve many players, from the health network to the school and judicial systems, and highlight the importance of our communication processes and our follow-up and control mechanisms."

"With the commission chaired by Régine Laurent, we gave ourselves the means to face reality and make changes to better protect our young people," Legault said of the investigation on Thursday.

"The tragedy of the Granby girl must remain a tipping point for our society. It would be too easy to forget, to let our guard down," he continued.
