Montreal police admitted yesterday that it was in fact wrong for officers to disguise themselves as homeless people to hand out tickets to drivers last week. According to 24h, The "undercover" officers were standing on the street corners and even holding out cups of change as they kept an eye out for anyone either talking or text on their cell phones. It was an initiative taken by a few officers who had not received permission from their department. Seriously is this even legal.

One angry driver who felt this method was dishonest went to speak to one of the disguised officers. He asked him whether this whole situation was legal and the police officer responded that he can disguise himself however he wants.

Which is bullshit because if that was the case, then why did the Montreal Police announce that they would no longer be using this type of strategy? What makes this even more infuriating is the fact that the tickets that were handed out during the operation will not be cancelled.
