Quebec Government's Efforts To Teach French To Immigrants Has Failed

Only one-third of immigrants signed up for free French courses offered by the Quebec Ministry of Immigration between 2010 and 2013.

In addition, many who signed up for the courses ended up dropping out. The drop out rate in 2016-2017 was 31%.

Performances across courses, amongst those who completed them, were even more dismal. Only 9% of immigrants reached the oral "language independence threshold", while only 3.7% passed reading comprehension and 5.3% demonstrated competent writing skills.

The "language independence threshold" as defined by the ministry refers to the minimum level of French language ability to enter the workforce or undertake post-secondary studies.

Between 2010 and 2016, 100,000 non-French speaking immigrants moved to Quebec.

The Quebec government invested $74 million in the French-language program in 2016-2017.
