Quebec has begun what the government has promised will be a slow reopening process after the latest semi-lockdown. Restaurants reopened on January 31. Cinemas and concert halls will reopen on February 7. Gyms and spas will follow on February 14. Quebec bars, meanwhile, are still waiting for their reopening date after more than a month of closure.

In a press conference on February 2, interim National Public Health Director Dr. Luc Boileau stopped short of offering even a vague reopening timeline but did give some insight into the decision to keep bars closed.

The Quebec government will not go forward with its plan to tax unvaccinated citizens, according to Premier François Legault. In a press conference on February 1, he said though the Minister of Finance was ready to present a bill to the National Assembly, the government has chosen to scrap it on the grounds that it had become a highly divisive issue.

"I understand that this divides Quebecers and right now, we need to build bridges to listen to each other," Legault said. "Quebecers must remain united."

On January 25, Premier Legault announced a few limited reopenings and measure relaxations. Quebec gyms were not among them.

Though Quebecers will be able to eat in their favourite restaurant dining rooms as of January 31 and attend concerts as of February 7, Legault said gyms could come later as part of an as-yet-undated "third stage" of reopenings.
