At a press conference Monday, Ontario Premier Doug Ford indicated that Quebec factored into plans for a new province-wide shutdown.

Asked by CTV reporter Graham Richardson why Ottawa is subject to the shutdown despite a low positivity rate, the premier claimed that "when we open up and Quebec closes down — guess what happens — we have the Quebecers [...] they'll come over in droves."

Ford was sure to make clear he has "nothing against Quebecers."

The first part of Quebec's new lockdown began on December 17. As of December 25, non-essential stores will also close.

Ontario's shutdown will begin on December 26 and include a ban on "in-person shopping in most retail settings," as well as both indoor and outdoor dining.

"The number of daily cases continues to rise putting our hospitals and long-term care homes at risk," Premier Ford said in a statement.

"We need to stop the spread of this deadly virus. That's why [...] we are taking the difficult but necessary decision to shutdown the province and ask people to stay home."

"Nothing is more important right now than the health and safety of all Ontarians."
