There Won't Be A 'Return To Normal' For Quebec University & CÉGEP Students Before 2022

During a recent press conference, Danielle McCann, Minister of Higher Education, announced that Quebec CÉGEPs and universities won't be going back to "normal" until next year, she presumes.
"To return to normal as before the pandemic, it will be at least in 2022," McCann said.

"If you're talking about higher education institutions, I assume that it won't be before 2022, somewhere in 2022, if the situation progresses positively," she continued.
Yet, McCann confirmed that the government wants "as many" courses as possible to be face-to-face in the fall of 2021, but with strict measures. "We think that our institutions will be able to accommodate as much as 60 percent of [students] on campus."
McCann said there has been a "great increase of [mental health] services" for students since last year, stating that 15,000 Quebec students have been able to receive services that allow them to discuss the difficulties caused by the pandemic.
