SCFP 301 representatives in Montreal are "outraged" that the Plateau-Mont-Royal borough authorized hiring what the union called "security guards" to "monitor the health behaviors of its members." Representing part of Montreal's blue-collar workforce, the SCFP 301 has stated that it has not received any complaints.

The borough told MTL Blog that these "health agents" were hired after it observed a number of COVID-19 cases near road closures on rue Bercy.

In a statement, Luc Brisson, president of SCFP 301, said that "this mask police seems ill-intentioned."

According to SCFP 301, site managers are the ones who usually do this kind of monitoring. The managers are currently at home.

The additional officers place a "financial burden on taxpayers," the union underlines. 

The borough meanwhile, said that the "health agent was hired to support managers in applying the health rules recommended by Public Health, to keep a register of all subcontractors and visitors who come to the building and to inform them of the health measures to be respected."

On December 4, SCFP 301 issued a strike notice, taking effect on Monday, December 14.
