Premier François Legault will hold a 1 p.m. press conference Tuesday alongside Health Minister Christian Dubé and interim National Public Health Director Dr. Luc Boileau. Reports indicate that the government plans to announce further Quebec COVID-19 rule relaxations.

According to the Journal de Montréal, those could include a February 28 reopening date for bars and expanded private gatherings. The publication says officials will allow up to 10 people or members of three household bubbles to assemble at the same address as of February 12.

Quebec has begun what the government has promised will be a slow reopening process after the latest semi-lockdown. Restaurants reopened on January 31. Cinemas and concert halls will reopen on February 7. Gyms and spas will follow on February 14. Quebec bars, meanwhile, are still waiting for their reopening date after more than a month of closure.

In a press conference on February 2, interim National Public Health Director Dr. Luc Boileau stopped short of offering even a vague reopening timeline but did give some insight into the decision to keep bars closed.

Although Quebec's COVID-19 rules will be loosening up soon with the re-opening of many establishments, spas across the province remain partially shut down. The Quebec Spa Association (QSA) is decrying the "incoherence" of Quebec's decision to keep baths and saunas closed, despite giving the green light for concert venues, cinemas, and arenas to open.

In a press release issued on January 25, the QSA said it finds it "inconceivable" that spas would be left out of the first two phases of Quebec's re-opening when it is an "industry that has more benefits than risks for the public."
