Daily press conferences have resumed in Quebec since regions went on maximum alert. On October 1, Horacio Arruda took advantage of the airtime to send a message to his daughter for her birthday.

Between two questions from journalists trying to clarify new measures imposed by the government for the next 28 days, Quebec's public health director briefly shifted to a different topic.

"If I may, I just want to tell you that 30 years ago, I welcomed my first daughter into the world, my daughter Geneviève," he said.

He then turned to François Legault to add: "I gave myself permission to do that, Mr. Premier."

Dr. Arruda apologized for using up valuable airtime and admitted that he did so as a gift to his daughter.

"Happy birthday, Geneviève. I love you," he said in closing.

Dr. Arruda has three children: a daughter and two sons.
